Hello.  I apologize if the verification was not easy.  We are required to verify the account on every contact to be legally compliant to the laws that exist to protect you and your account.  To answer your questions, we would never want it to take an hour on the phone with us, regardless of the issue.  Please be sure to write down your verification information for future reference.  The law allows for limited methods for us to verify, and we are not able to step outside of those methods to be compliant.  It sounds like we needed to waive the payment processing fee on the account for you, though I don't have enough information here to be sure.  The law requires that with any account change, we must verify, even something as small as waiving a fee.  We never mean to inconvenience you, but these standards are applied throughout the industry.  Please be sure that we ask you to verify any time you contact us, because your privacy and security are extremely important to us.
